Americans like to assume that the Internet is inherently a democratizing force. President Bill Clinton said on a trip to China that trying to control the Internet is like trying to “nail jello to the wall.” Pundits have declared with certainty that broadband will hasten the end of the Chinese Communist Party. But will it? Or might the Internet enable the CCP to evolve and stay in power longer – by becoming more “participatory” without actually democratizing?
