Computer scientists, including us, have long been skeptical of electronic voting systems. E-voting systems are computers, with all of the attendant problems. If something goes wrong, can the problem be detected? Can it be fixed? Some e-voting systems are much riskier than others. We will present a brief overview of the state of voting technology in America along with two new results from work in progress on measuring the security of “two level” elections such as the electoral college in the United States. Second, we will present a novel auditing strategy for two level elections. Our algorithm determines the minimum number of ballots which must be audited in each state in order to gain confidence in the overall election result by measuring the relative confidence gained by auditing a single ballot in any one state.
