During the 2023 UN General Assembly, the international community rallied around the concept of digital public infrastructure (DPI) as the way to make up progress on the Sustainable Development Goals. Though there is not yet consensus on the definition of DPI, it refers broadly to large-scale digital platforms that support digital ID, payments and data exchange. With the recent launch of a UN initiative aimed at mobilizing global leadership on DPI, the incorporation of DPI in the G20 New Delhi Leaders’ Declaration, and a new interest from the United States on the topic, 2024 looms as a pivotal year in shaping the trajectory of DPI on a global scale. This talk examines this evolving landscape by providing analysis of the human rights implications of DPI and the increasingly complex geopolitics at play to arrive at questions that need to be answered to develop equitable and safe DPI globally.

Bio:

Monica Greco is a senior program officer at Open Society Foundations.

Greco’s research examines policies and practices for incorporating technology into refugee protection and systems for predicting and managing migration. It is especially concerned with the normative, legal and practical implications of technology for migration policy, human rights, asylum access and democracy.

At Open Society Foundations, Greco leads a portfolio addressing the intersection of tech and migration. In addition, she is involved in projects on countering authoritarianism, technology and society, and inclusion and protection of refugees and migrants.

Before joining OSF in 2017, she worked in consulting, economic development and refugee aid, globally and in the Middle East. She serves as Chair of the Board of Collateral Repair Project, a refugee aid organization in Amman, Jordan. She holds a B.A. from Princeton University and an M.Sc. from the University of Oxford. She was a Fulbright fellow in Jordan in 2013-2014.
